From 3.1 to 4.0

Your organisation is certified to version 3.1 of the CO₂ Performance Ladder. You must switch to version 4.0 before your first audit after 14 January 2027. On this page, you can find out what has changed, which Step suits your organisation and what you need to do to switch.

Which Step suits your organisation? Step selection tool

Version 4.0 has three Steps. Which Step best matches your current certificate and ambitions depends on your organisation. Use the Step selection tool to get a quick indication.

What has changed?

Version 4.0 is the most extensive revision of the CO₂ Performance Ladder to date. The five Levels have been replaced by three Steps. Click on a Step to see what it means for your organisation.

Step 1 – comparable to Level 3

Step 1 is closest to Level 3 of version 3.1. You work on short-term targets (up to 3 years) and map your scope 1 and scope 2 emissions.

New compared with 3.1:

Step 2 – comparable to Level 5

Step 2 is closest to Level 5 of version 3.1. The focus is on the value chain (scope 3) and the medium term (5–10 years).

New compared with 3.1:

  • Scope 3 emissions must be quantified.
  • A climate transition plan for your core activities is required.
  • Active participation in a collaboration or initiative.
  • OIE (other influenceable emissions): qualitative insight required.

Please note: a 4.0 audit for Step 2 is always an initial audit, even if you were already certified at Level 5.

Step 3 – new, no equivalent in 3.1

Step 3 goes beyond every Level of version 3.1. The focus is on the long term: zero CO₂ emissions by 2050, for all activities and the value chain.

Requirements that did not exist in 3.1:

  • Climate transition plan for all activities with a long-term target (zero CO₂ emissions by 2050 at the latest).
  • OIE: quantitative insight required.
  • Dialogue with external independent experts on the climate transition plan.
  • Leading role in a collaboration or initiative.

A 4.0 audit for Step 3 is always an initial audit.

When do you need to switch?

Version 4.0 was published on 14 January 2025. Until 14 January 2027, you can still have audits carried out on the basis of version 3.1. You make the definitive switch at your first audit after that date at the latest. Do not wait too long: preparing for version 4.0 takes time, especially for Steps 2 and 3.

Retaining your CO₂ Performance Ladder certificate: this is what is required

Anyone starting certification usually focuses on one moment: the first audit. That makes sense, since it’s the step that counts for the tender you’re currently pursuing. What comes afterwards matters just as much, however: keeping your CO₂ Performance Ladder certificate. It’s a system with its own rhythm, one you…
