Independent verification of CO₂ reduction

The CO₂ Performance Ladder is a certification scheme that drives CO₂ reduction through public procurement. If you use the Ladder in your tenders, you want to be sure that the organisation you award the contract to is genuinely working to reduce its emissions. You don’t have to verify this yourself. A certification body (CB) does it for you: an independent, accredited organisation that assesses annually whether a company meets the requirements of the CO₂ Performance Ladder. This applies both at organisation level and at project level.

What does a CB do?

A certification body (CB) is an independent organisation that carries out audits for the CO₂ Performance Ladder. Following a positive assessment, the organisation receives a CO₂ Performance Ladder certificate. Specifically, a CB:

  • Verifies that the organisation has insight into its CO₂ emissions (carbon footprint).
  • Assesses whether ambitious reduction targets and measures are in place.
  • Checks that the organisation communicates and collaborates structurally on CO₂ reduction.
  • Carries out random checks on projects for which an award advantage was granted.
  • Confirms that there is continuous improvement.

Audits take place annually. After the initial audit, a surveillance audit is carried out each year, and a recertification audit every three years. To carry out audits, a CB must be accredited for the CO₂ Performance Ladder by a national accreditation body – such as the Dutch Accreditation Council (RvA) in the Netherlands or Belac in Belgium.

How to choose a certification body

All CBs listed below are recognised by SKAO and meet the same accreditation requirements. There is no difference in quality: every CB assesses your organisation against the same standard. You can therefore base your choice on practical considerations, such as:

  • Location and availability – Does the CB have a presence in your country or region?
  • Sector experience – Some CBs have more experience in specific sectors such as construction and infrastructure, transport or ICT.
  • Combination with other certifications – Do you already hold an ISO 14001 or ISO 50001 certificate? It may be efficient to use the same CB.
  • Scheduling and timeline – When can you schedule an audit?

Frequently asked questions about audits

Is there a clear questionnaire or checklist available for audits?

The manuals for each level contain the only lists of requirements provided by SKAO. We prefer not to refer to a checklist, as the focus of a management system should be on the processes that lead to continuous improvement.

What happens if a company fails to achieve the agreed CO₂ ambition level?

It may happen that the contractor is unable to meet the requirements of the CO₂ Performance Ladder award criterion through a project statement or certificate, either fully or on time. In this case, the contracting authority must include a sanction in the procurement documents.

The recommendation is to include a sanction that exceeds the awarded procurement advantage. To determine the amount of the sanction, calculate the difference between the quality value awarded in the procurement procedure – the agreed CO₂ ambition level – and the final quality value achieved (CO₂ ambition level), and multiply this by a factor (e.g. 1.5). A sample sanction and an example of a sanction clause can be found in the Procurement Guide 4.0.

Example sanction:
CO₂ ambition level 2 resulted in a procurement advantage of €75,000 (fictitious discount) at the time of tendering, but this was not achieved by the contractor. The contractor submits a CO₂ Performance Ladder certificate at level 1, which corresponds to a procurement advantage of €37,500. The sanction amount is therefore 1.5 × (€75,000 − €37,500) = €56,250.

What is accreditation and why does it matter?

Accreditation means that an independent body – such as the Dutch Accreditation Council (RvA) or Belac in Belgium – has verified that a certification body has the required competence, impartiality and independence. This provides an additional guarantee of the reliability of the certificate. Accreditation marks are recognised internationally through mutual recognition agreements, meaning that certificates issued by accredited CBs are accepted in virtually all countries worldwide.

The CO₂ Performance Ladder is an accredited system, but what does that actually mean?

The CO2 Performance Ladder (both version 3.1 and version 4.0) has been accepted in the Netherlands by the Dutch Accreditation Council (RvA) and in Belgium by BELAC as an accredited certification system in accordance with NEN-EN-ISO-IES 17021-1, certification of management systems. The RvA acceptance for this scheme is known as S571. The Accreditation Council and BELAC accredit certification bodies (CBs). These organisations guarantee expert, impartial and independent supervision of the assessment of CBs.

Certification bodies that comply with the standard (CO₂ Performance Ladder) receive formal accreditation. This means that they are allowed to use the accreditation mark. Certificates and reports bearing this mark are accepted in almost all countries worldwide.

How often are audits carried out?

An initial audit is followed by annual audits and a recertification audit every three years.

How long does an audit take?

To determine the duration of an audit, SKAO has published the audit days table 3.1 and Version 4.0. This document gives certification bodies (CBs) a guideline for the minimum time required for an audit at an organisation. This expected time commitment depends on a number of factors including the size of the organisation to be certified and the (desired) ladder level. The audit days table should ensure that the CB has sufficient time to perform a proper assessment and thus ensure the quality of Ladder assessments.

How do I know if the awarded organisation is taking measures on my project?

If compliance with the BPKV criterion is demonstrated with the CO2-aware Certificate, the certified company has a working CO2 management system that is audited annually. The audit is carried out annually by an independent certification body (CB). This audit not only looks at the objectives and measures at company level, but also randomly examines the projects with a CO2 Performance Ladder award advantage that a company carries out.

If meeting the BPKV criterion is demonstrated project-specifically, a company must implement reduction measures on the project and a CB examines whether these measures are actually implemented and draws up a project statement on this.
