The CO₂ Performance Ladder is a Dutch initiative managed by the Foundation for Climate Friendly Procurement and Business (SKAO). This foundation oversees its use, development, certification, and industry expansion. SKAO supports companies and governments in reducing CO₂ emissions by fostering connections, sharing knowledge, and strengthening networks to promote a climate-neutral business environment.

Employees

Procurement Advisory Board

The Procurement Advisory Board includes representatives from major clients who use the CO₂ Performance Ladder in their tendering process. The advisory board advises SKAO on legal matters related to procurement, particularly regarding the development of the most economically advantageous tender (MEAT) criterion and the Procurement Guide.

Technical committee

The Technical Committee (TC) is composed of the lead auditors of all Certifying Bodies (CBs). It advises the CCvD on how to interpret the CO₂ Performance Scale and manage the certification process. One of the main tasks of the committee is to discuss topics related to harmonization. Once these topics are approved by the CCvD, they become official decisions known as harmonization acts.
