1. Include the award criterion

Decide whether the CO₂ Performance Ladder fits your procurement and include the award criterion in the tender documents, with clear requirements, proof methods and penalties.

2. Bidders state their ambition

Suppliers submit their bid with the CO₂ Ambition Level they commit to, and indicate how they will prove it (certificate or project declaration).

3. Award and record the ambition

Select the winning bid based on the Best Price-Quality Ratio (BPQR). The chosen CO₂ Ambition Level and conditions are contractually fixed.

4. Contractor delivers and proves

During execution, the contractor must meet the requirements of the agreed CO₂ Ambition Level and demonstrate this within the set timeframe.
