Roadstone has become the first company in the UK and Ireland to achieve company-wide certification at the highest level of the CO₂ Performance Ladder. The milestone marks a significant moment for green public procurement and carbon management in the Irish construction sector. 

The CO₂ Performance Ladder is an internationally recognised certification and procurement instrument that rewards carbon ambition with a competitive advantage in public tenders – directly linking decarbonisation efforts to tendering success.

A strong foundation for certification

Roadstone – a leading supplier of aggregates, concrete, asphalt, and sustainable construction solutions across Ireland – was introduced to the Ladder through the Transport Infrastructure Ireland (TII) pilot on the M7 High Speed Framework, one of the first applications of CO₂ Performance Ladder certification in Ireland. Building on a mature ISO 50001 energy management programme and a longstanding partnership with the Sustainabile Energy Authority of Ireland (SEAI), Roadstone was well-positioned to set their sights high, going for certification covering their whole supply chain. Certification was achieved in November 2025.

Innovation driven by the Ladder 

As part of certification, Roadstone were required to demonstrate leadership not only within their own operations, but across the value chain. Concretely, that has meant closer collaboration with key material suppliers – particularly for cement and bitumen – to improve carbon data transparency and align on shared reduction targets. It has also driven concrete innovations: a 4 MWh solar array at the Belgard facility, Roadstone’s first ready-mix concrete EV truck, and the N52 low-carbon road trial, which integrated lower-emission asphalt with circular construction principles. 

Carbon management at the core 

The Ladder has embedded carbon performance more deeply into Roadstone’s procurement decisions, project delivery, and long-term investment planning – and the company sees it as central to its carbon targets beyond 2030.
