CO2 Performance Ladder highlighted in World Economic Forum report
A new report explores low-carbon concrete and construction procurement in six leading countries, one of which is the Netherlands, and identifies the CO2 Performance Ladder as a key tool in the Dutch GPP approach.
The report, from Mission Possible Partnership by the World Economic Forum and the Global Cement and Concrete Association (GCCA) in collaboration with Boston Consulting Group (BCG) is based on interviews with construction and procurement experts from the public and private sectors in France, Germany, Sweden, the United Kingdom and the United States, alongside the Netherlands. The report examines the tools and regulations that have been adopted to support the shift to low-carbon concrete.
The report identifies a framework with two key components:
- the foundation, which includes establishing standards for reporting emissions, databases and tools for tracking emissions and establishes baselines, and;
- procurement policies, which build upon and reinforce the foundation by setting policies that require environmental disclosures, mandate carbon limits, and incentivize low-carbon design, and use of low-carbon materials.
The CO2 Performance Ladder is specifically mentioned as a way to provide economic incentives in procurement policies based on the climate ambition level in the project (as well as in the whole organisation). Furthermore, the role of the Ladder in the Dutch Green Deal Aanpak Duurzaam GWW (Sustainable GWW Approach), and Concrete Agreement (Betonakkoord) is highlighted.
