The CO₂ Performance Ladder is driving sustainable procurement in Ireland and helps Irish businesses and the government turn climate ambitions into real action.
In 2023 the Irish Green Building Council (IGBC) launched a pilot of the CO2 Performance Ladder in Ireland, with the first tenders published by Transport Infrastructure Ireland (TII). The first full Ladder project in Ireland was completed in late 2024, with Jons Civil engineering executing the project at level 4.
By using the Ladder, Ireland’s public sector can drive sustainability through procurement, with companies rewarded for CO2 reduction. Pat Barry, CEO of IGBC, emphasised that this tool, proven in the Netherlands, will mainstream green public procurement in Ireland, helping both businesses and the government achieve their climate ambitions.

The CO2 Performance Ladder in Ireland is coordinated by the Irish Green Building Council (IGBC) in collaboration with the Foundation for Climate Friendly Procurement and Business (in Dutch: SKAO).

Colas Joint Venture is the first company in Ireland to achieve a company-wide Level 3 certification on the CO₂ Performance Ladder. In this video, Colas explains why they chose the Ladder, how it supports their sustainability strategy, and the changes they have made in their operations — from switching to renewable fuels to introducing Ireland’s first fully electric Impact Protection Vehicle. Their achievement marks an important milestone in the use of the Ladder as a Green Public Procurement tool in Ireland.
